E-Government 2015 – Ideen für eine nationale E-Government-Strategie
In Ergänzung zu seiner BarCamp Session „E-Government 2015 – Ideen für eine nationale E-Government-Strategie“ (link) stellt das Bundesministerium des Innern (BMI) vom 1. bis 30. September 2009 Themenvorschläge für eine nationale E-Government-Strategie in einer Online-Beteiligung unter http://www.strategie.einfach-online-beteiligen.de öffentlich zur Bewertung. Damit sollen alle Interessierten, die nicht am BarCamp teilnehmen konnten, die Möglichkeit erhalten, ihre Ideen und Vorschläge einzubringen. Ergänzend zu dieser strukturierten Themenbewertung wurde hier auf dem Dokumentationsblog zum BarCamp ein offener Diskussionsraum (Kommentier-Funktion) eingerichtet. Die Ergebnisse aller Angebote werden mit in die Strategieentwicklung einfließen.

Ich habe zwei Fragen zur Ergebnisdarstellung von der BarCamps-Session:
Wie ist die Unterkategorie “Akzeptanzmanagement” im Schwerpunktbereich E-Partizipation zu verstehen? (PDF, S. 15)
Werden die neuen Vorschläge zu den Schwerpunktbereichen, z. B. E-Partizipation, auch unabhängig von der Entwicklung der nationalen Strategie an Fachverantwortliche weitergereicht und in die dortige Themengestaltung einbezogen?
1) Unter der Kategorie “Akzeptanzmanagement” ist zu verstehen, dass sowohl die staatlichen Angebote im E-Governmant als auch die Nutzung von IT für die personenbezogene Datenverarbeitung z.B. auch bei internen verwaltungsprozessen von den Bürgerinnen und Bürgern akzeptiert werden. Hierzu sind unter anderem Transparenz in die verarbeiteten Daten und deren Schutz, ein hohes Vertrauen in staatlich genutzte Informationstechnologie und nutzerfreundliche Prozesse notwendig.
2) Sicher werden die Vorschläge an Fachverantwortliche weitergegeben. Wie weit sie von dort tatsächlich einbezogen werden, kann nicht beurteilt oder zugesichert werden.
